High Rialto Water Bill? How to Read Smart Meters

Direct Service Resource: Need immediate professional assistance for this issue? Visit our dedicated Main Line & Yard Diagnostic Services page.

Did your City of Rialto Water Services bill suddenly spike from $110 to $450 or $800? In Rialto, unexpected water bill jumps are one of the most common plumbing emergencies homeowners encounter. Fortunately, Rialto's advanced municipal metering infrastructure provides valuable diagnostic clues if you know how to interpret the readings.

Understanding Rialto's AMI Smart Water Meters

Over the past several years, the City of Rialto has deployed more than 12,000 Advanced Metering Infrastructure (AMI) digital smart meters. Unlike old mechanical dial meters that required a physical meter reader once a month, AMI meters broadcast digital consumption telemetry every hour.

When an AMI meter detects continuous water flow without a single 15-minute pause for 24 to 72 consecutive hours, the city's billing system automatically flags the account for an active continuous leak. If you receive a high-consumption alert letter, water is escaping on your property 24 hours a day.

The 15-Minute DIY Meter Test

Before assuming you have an expensive foundation rupture, perform this 15-minute diagnostic test:

  1. Shut Off All Internal Fixtures: Ensure all faucets, showers, washing machines, and ice makers are off. Confirm that nobody flushes a toilet during the test.
  2. Locate Your Water Meter Box: Your meter is located in the concrete utility box near the street curb or sidewalk. Remove the cast iron lid carefully using a screwdriver or meter key (watch for desert spiders).
  3. Observe the Digital Flow Indicator: On digital AMI screens, look for a small faucet or droplet icon. If the icon is blinking or solid, water is actively flowing. On mechanical meters, watch the small red or black triangular low-flow indicator. If it moves even one millimeter over 5 minutes, water is escaping.
  4. Isolate the House Shut-Off Valve: Locate your home's main brass gate valve or ball valve (usually situated on the exterior wall near the front hose bib). Turn this valve completely clockwise to shut off water to the interior of the house.
  5. Re-Check the Curb Meter:
    • If the meter STOPS spinning: The leak is located inside the house structure (toilet flapper, water heater, in-wall pipe, or sub-slab copper line).
    • If the meter CONTINUES spinning: The leak is in your buried exterior yard main line between the city curb meter and your house foundation!

The Toilet Flapper vs. Main Line Rupture Difference

A worn-out toilet flapper can waste up to 200 gallons per day, adding $50–$90 to your monthly bill. Drop 5 drops of red food coloring or blue dye into the upper toilet tank. Wait 20 minutes without flushing. If color seeps into the bowl, replace the $8 flapper.

However, if your bill jumped by hundreds of dollars and the meter spins when the house valve is closed, you are dealing with a pressurized underground water main leak. Our acoustic ground geophones can pinpoint the underground break in your front yard or driveway within 18 inches without tearing up your landscaping.
